Upon its publication Ross’s narrative was acclaimed as the definitive account of Camp David and the “peace process.” It was not long, however, before cracks began to show in this orthodoxy. The era when “pro”-Israeli apologias would completely monopolize the mainstream has passed. A raft of compelling eyewitness and scholarly accounts, many of which have been quoted in this chapter, sharply contested Ross’s distribution of culpability for the summit’s collapse and the impasse in the “peace process.” “If I were a Palestinian,” Shlomo Ben-Ami, one of Israel’s chief negotiators at Camp David, observed, “I would have rejected Camp David as well,” while former director of the Jaffee Center for Strategic Studies Zeev Maoz concluded that the “substantial concessions” Israel demanded of Palestinians at Camp David “were not acceptable and could not be acceptable.”152
The excision of international law from Ross’s account points up the shoddy foundations on which it rests. When juxtaposed against the consensus in representative judicial bodies, human rights organizations and political councils, the partisanship of Ross’s narrative stands exposed. The enlightened consensus also constitutes a touchstone for liberal Jewish opinion, which has historically championed the rule of law and revered its institutional infrastructure. In the face of this consensus and Israel’s flagrant defiance of it, more and more Jews have lapsed into an embarrassed silence, or entered into open revolt against a state that speaks neither to nor for them.
